Medical Activity Manager – Emergency at Medecins Sans Frontieres

Main Purpose

  • Defining, coordinating, and monitoring the medical activities under his/her responsibility according to MSF protocols, standards, and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

Job Description

  • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, PHC, Nutrition Program etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers …) are carried out correctly and according to MSF procedures.
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …).
  • Participating in shifts and replaces a doctor, if necessary
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • partcipating in the monthly reports according to guidelines (i.e. SitReps, medical statiscal reports, etc.)

Specific objectives include

  • Participating in the definition, planning, organization and update of annual nutrition project, activities and its budgeting, in close collaboration with other medical team members, in order to ensure an efficient and effective use of the resources needed while maintaining high levels of qualityMSFnutrition programs and activities.
  • Ensuring the implementation of allMSFprotocols (medical, nutritional, anthropometric, etc.), standards (hygiene, asepsis, security, etc.) and procedures and supervising their application by all personnel under his/her responsibility, in order to improve the overall quality of the food/feeding and services given to population.
  • Close collaboration with IPC , nursing team to ensure all the IPC measures are maintained in standard quality in all MSF supported facilities with the support of PMR.
  • Attending clinical ward round with clinician to support them in technical skills and to make sure clinic facilities , materials , guidelines and forms are being in line with MSF standard protocol.
  • In coordination with other team members: Ensuring an efficient pharmacy management and monitoring the rational use of the resources.
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, rosters, vacations, tracking leaves …).
  • In coordination with PMR participate in continuous on the job training & informal training for medical doctors & other groups of staff (nurses, hygienists…) if needed.
  • Support training activities for other MSF staff and MoH staff based on the needs.
  • Ensure proper referral pathways between nutrition facilities & and other MOH facilities (AKTH, Aminu kano etc)
  • Participate and organize in mortality review meeting , Antimicrobial Resistant meeting with the team and ensure the discussion points are being implemented with support of PMR.
  • Follow up all laboratory test result of admitted patient & provide timely feedback to the team and follow up case discussion if necessary.
  • Participate effectively monthly and quarterly report preparation accordingngly(i.e SitRep, medical statistical reports & other reports.
  • Coordinate with data team to understand the activities of ongoing project and timely reporting of important information with the team based on data analysis.
  • Ensure flexibility and adaptability within the tasks and responsibility changing according to the context.
  • Engage in operational research activities by proposing ideas and topics that are relevant to ongoing activities and beneficial to the community.

Education

  • Essential Medical Doctor Degree.
  • Desirable: Specialization or training in Tropical Medicine or related studies.

Experience:

  • Desirable 2 year working experience related to the diploma/degree and previous experience with MSF in the field.
  • Essential working currently or have been working in the Nutrition treatment program as a medical doctor.
  • Strong technical skills on malnutrition children case management and related common co morbidities.
  • Languages: Essential mission language, local language essential.
