Justice, Development and Peace Commission (JDPC) is a Faith-Based, non-profit organization which has been engaged in developmental works in Borno, Yobe and Northern Adamawa States for close to five decades. JDPC works closely with sister organizations Like MISEREOR, CRS, CAFOD and Caritas Nigeria to implement developmental and/or emergency programs. Currently, JDPC implement activities in the areas of: Agriculture, WaSH, Nutrition and other emergency programming, reaching out to all persons based on need, regardless of creed, ethnicity or nationality.

JDPC is inviting suitably qualified candidates for the above-mentioned position to work in Mubi.

Post Description:

The Logistics/Procurement officer will provide logistics and travel support to the JDPC Program in line with policies and procedures to provide a smooth and coordinated logistics and travel support to all units.

Responsibilities 1. Transport & Fleet

  • Managing and tracking of all vehicles on the fleet, including movement planning and day-to-day allocation for timely program implementation.
  • Manage, maintain and repair vehicles in safe and efficient working order
  • Ensure that vehicles are checked on a daily basis, and that regular service and maintenance is carried out as per agreed schedule
  • Responsible for administering litigations and traffic offenses.
  • Ensure vehicles have current and lawful documentation.
  • Manage service agreements related to vehicle maintenance and fuelling. Monitor fuel consumption and submit monthly reports.
  • Receive travel requests and maintain trip schedules and Staff Movement Board.
  • Coordinate with incoming and outgoing travellers on pick up and drop times ensuring drivers are briefed of movement plans.
  • Ensure best value for money and that travellers are clearly informed well in advance
  • Establish and maintain a list of contact details for preferred service providers including generator service and vehicle maintenance.
  • Supervision of drivers (both JDPC drivers and rented vehicle drivers).

Assets Management

  • Develop/update the JDPC warehousing, inventory/asset management and distribution tools, guidelines and SOPs.
  • Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals.
  • Oversee the issuance and return of assets to/from staff.
  • Ensure good condition of assets and maintain asset condition reports.
  • Conduct monthly asset checks and share report with HQ Admin assets management focal person.
  • Conduct annual physical verification of assets as required and share completed physical asset check report to HQ Admin as required.
  • Ensure timely reporting of asset losses and damages using existing reporting templates.

Warehouse and Distribution

  • Manage and maintain the warehouse(s) and stock.
  • Ensure timely monthly spot check, quarterly and bi-annual stock check and reconciliation.
  • Ensure all stock and assets purchased are entered in the project and organization’s Assets Register.
  • Ensure all program stock are released and accompanied with a waybill to point of usage.
  • Ensure Program Officers are informed about stock balances, expired, expiring Stock and other irregularities or discrepancy in records.
  • Participate in procurement and distribution planning meetings and provide sufficient logistics input in planning.
  • Support program teams with the distribution of program supplies to beneficiaries in line with JDPC warehousing, inventory management and distribution guidelines.
  • Ensure adherence to JDPC Warehousing and Inventory Management Manual and Toolkit.
  • Prepare and share warehouse stock reports with Program Manager monthly.

Administration & Reports

  • Maintain all logistic files in an organized, accurate and up to date manner.
  • Line manages, coordinates, monitors and guides the work of the drivers, warehouse staff, casual laborers and any other logistics support by managing performance on an on-going basis.
  • Submit the Supply Chain KPI Report to the Logistics Manager monthly.
  • Produce logistics site report, vehicle and generator cost performance report.
  • Update Asset Register and send to HQ office every month.
  • Update the vehicle cost schedule and produce regular vehicle performance and cost reports and send to HQ office once per month.
  • Comply with all relevant JDPC policies and procedures with respect to vulnerable adults’ and children protection, Code of Conduct, Fraud and other relevant policies
  • Work in close collaboration with the finance and administration departments to ensure effective operations and strong team spirit.
  • Carry out any other tasks required by the management

MINIMUM QUALIFICATIONS AND SKILLS

  1. Bachelor’s Degree in Logistics and Procurement, Supply Chain Management, Economics, Business Administration or related field.
  2. Professional qualification in Logistics and Transport Management is an added advantage.
  3. Minimum of 3 years work experience in the relevant field. 
  4. Excellent skills in monitoring implementation of program activities.
  5. Managing resources and achieving results.
  6. Ability to write reports. 
  7. Knowledge of Hausa and / or other relevant languages

  • Strong sensitivity and respect for local cultures
  • Strong listening skills combined with excellent interpersonal and conflict resolution skills 
  • Possess good interpersonal, communication and organizational skills.
  • Ability to work to meet deadlines in multiple tasking environments  • Excellent organization, planning and analytical skills 
  • Good writing skills in English, with IT proficiency.
  • Ability to work in a challenging and demanding environment.
  • Ability to work as part of a team and coordinate with other JDPC staff.
