Meal Officer At Justice, Development and Peace Commission (JDPC)

Justice, Development and Peace Commission (JDPC) is a non-governmental organization which has been engaged in developmental works in Borno, Yobe and Adamawa States for the past 50 years. JDPC also focuses on Agriculture, WaSH, Nutrition, MHPSS and other emergency programming, reaching out to all persons on the basis of need, regardless of creed, ethnicity or nationality.

JDPC is inviting suitably qualified candidate for the above-mentioned position to work in Kaga and Gwoza.

Candidate must be prepared to start work as soon as possible.

Duration: 10 Months

Post Description:

The MEAL Officer is responsible for coordinating, monitoring, evaluating and reporting activities of the project. The MEAL Officer leads the development and management of the Performance Monitoring Plan (PMP).

Specific duties and responsibilities:

  1. Lead project team in the development and implementation of an MEAL system and oversee routine program monitoring activities (data collection, dataflow management, data management and results reporting).
  2. Ensure the quality and relevance of the project’s monitoring and evaluation design.
  3. Provide support to performance evaluation process.
  4. Ensure the quality of MEAL related data to be collected throughout the program implementation.
  5. Document results of the MEAL system and produce periodic reports required donor agencies.
  6. Assist the various program teams in data analysis.
  7. Conduct MEAL program monitoring and evaluation tasks, including the implementation of MEAL systems.
  8. Participate in the training of staff in MEAL data collection and processing.
  9. Support the development of work plans and budget for MEAL activities.
  10. Provide technical support to state partners and enumerators to strengthen monitoring system and track project deliverables.
  11. Contribute to the preparation of tables, charts and figures for internal and external use.
  12. Provide administrative support as needed.
  13. Under the responsibility of the MEAL manager, participate in the logistics and administrative organization, planning, and preparation of M&E missions: Responsible for tracking progress against monitoring work plans.
  14. Coordinate the field level community participatory monitoring and evaluation, reflective practice, and impact measurement.
  15. Responsible for ensuring the on-time execution of Nutrition projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision.
  16. Conduct project assessment on quarterly basis to assess the progress of the project for adjustments, and possible improvements.
  17. Organized review meetings with project team to validate the MEAL plan and the activity work plan a monthly basis to know if the project is going as agreed in the original project document.
  18. Ensure that all data is entered on time and check their consistency and quality. Contribute to maintaining the database following a standard format allowing aggregation of data to produce routine or periodic monitoring reports.
  19. Responsible for providing technical support to Nutrition staff and partner organization on information management system, proper data collection and record keeping.
  20. Responsible for updating MEAL plan timely and provide feedback to program staff on status and quality of implementation.
  21. Responsible for conducting regular data verification exercises to ensure reporting and collection of quality data across the project locations.
  22. Responsible for documenting findings from project data quality audits and store in project files to ensure collective and sustainable access.
  23. Update regularly the monitoring & evaluation tools & methodology considering

the donor’s indicators, gender, disabled persons, protection & « Do No Harm » approaches.

MINIMUM QUALIFICATIONS AND SKILLS

  1. Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related field. Certificate in MEAL, statistics, or economics preferred.
  2. Minimum of three year’s professional experience M&E position responsible for implementing MEAL activities.
  3. Proven success in designing, implementing, and operating project MEAL systems from project initiation to closeout stages.
  4. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
  5. Experience with word processing, spreadsheet, and presentation software.
  6. Working knowledge of data processing computer packages.
  7. Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  8. Experience managing and providing ongoing training to MEAL field officers.
  9. Ability to facilitate and serve as a project liaison for externally managed evaluations.
