- Background
The Community Access to Effective Antibiotics (Com-WATCH) Project is an initiative aimed at strengthening public health surveillance and promoting community participation in detecting substandard and falsified antibiotics. Implemented in partnership with Jhpiego under the Global Health Security (GHS) framework, the project supports the early identification of health threats, enhances antimicrobial
resistance (AMR) surveillance, and facilitates monitoring of substandard and falsified (SF) antibiotics through a digital reporting platform.
To ensure effective coordination and delivery of field activities across six target states, eHealth Africa seeks to engage qualified Surveillance Coordinators who will provide technical and operational support for the implementation of the Com-WATCH Project.
- Purpose of the Position
The Surveillance Coordinator will coordinate surveillance operations and ensure real-time data collection, validation, and reporting from communities, facilities, and private-sector partners. The role will strengthen linkages between formal surveillance structures and community actors while driving awareness and adoption of the Com-WATCH platform for AMR and antibiotic verification.
- Key Responsibilities
- Surveillance System Strengthening
- Coordinate implementation of surveillance activities for antimicrobial resistance (AMR) and substandard/falsified (SF) antibiotics through the Com-WATCH platform.
- Strengthen reporting linkages among pharmacies, PPMVs, CHWs, and health facilities for routine antibiotic verification and alert submission.
- Ensure timely collection, validation, and follow-up of reported cases and incidents.
- Collaborate with State AMR Committees, regulatory bodies, and public health authorities to integrate Com-WATCH data into existing surveillance systems.
- Document and share lessons, challenges, and feedback to improve reporting quality and response coordination.
- Com-WATCH Platform Implementation
- Lead deployment and state-level coordination of the Com-WATCH platform for AMR and SF antibiotic surveillance.
- Conduct training and onboarding of pharmacists, community pharmacies, PPMVs, CHWs, and private health facilities on the use of the Com-WATCH platform.
- Troubleshoot and optimize the Com-WATCH application to maximize system performance and stability.
- Surveillance System Strengthening
- Follow up on reported alerts and ensure integration of data into existing state and national surveillance systems.
- Support system monitoring, troubleshooting, and feedback collection to improve platform usability and community adoption.
- Community Engagement and Awareness
- Lead advocacy and social mobilization campaigns to promote responsible antibiotic use and AMR awareness.
- Work with community leaders, local associations, and media channels to disseminate Com-WATCH information.
- Identify and mentor community advocates (“Com-WATCH Champions”) to sustain local engagement and ownership.
- Plan and coordinate community activation events such as market outreaches, town hall meetings, and radio discussions.
- Capacity Building and Supportive Supervision
- Coordinate, facilitate and execute training for all levels and actors of Com-WATCH implementers at the state and LGAConduct supportive supervision and mentorship for health facilities, CHWs, and enumerators.Facilitate data review and feedback sessions to improve reporting performance and data quality.Document lessons learned, success stories, and innovations emerging from field activities.
- Data Management and Reporting
- Ensure timely collation, validation, and submission of surveillance data and activity reports.
- Generate analytical summaries, trends, and updates for state and national coordination teams.
- Contribute to monthly and quarterly progress reports highlighting achievements and challenges.
- Expected Deliverables
- State-level reports detailing surveillance activities, data quality performance, and community engagement outcomes.
- Documentation of outreach events, training sessions, and platform adoption metrics.
- Regular submission of validated data to the national project team.
- At least one success story or case example per state showcasing project impact.
- Required Qualifications and Experience
- Master’s degree in Public Health, Epidemiology, Pharmacy, Microbiology, or Community Health.
- Minimum of 6 years’ experience in disease surveillance, AMR monitoring, or public health program implementation.
- Experience engaging PPMVs, pharmacists, CHWs, and private-sector health providers.
- Competency in digital data systems (DHIS2, SORMAS, ODK, KoboToolbox, or related tools).
- Excellent communication, interpersonal, and analytical skills.
- Fluency in English and at least one local language spoken in the assigned state.
- Ability and willingness to travel frequently within assigned locations.

This is a short-term, field-based engagement expected to run for the duration of the project’s implementation phase for an initial one year period . Level of effort and deliverables will align with approved workplans per state.

- Ability to speak the Local Language of the Community is preferred.
