Project Final Evaluation Consultant – Nigeria
One-month Fixed Term Contract, Full-time approximately 160 hours

Reports to: CBM Global Nigeria Programme Officer

Job Overview

Nigeria faces a significant burden from Neglected Tropical Diseases (NTDs), which cause disabilities and severe socio-economic challenges. Affected individuals often face stigma, poverty, limited access to healthcare, and barriers to essential services, such as disability-friendly water points. The CiSKuLA project through the support of CBM Global, implemented by Health and Development Support Programme (HANDS) in Birnin Kudu, Jigawa State, aims to address these challenges and support NTD control, elimination, and care.

Building on the 2018-2020 Comprehensive NTDs pilot project, CiSKuLA (launched in December 2022) integrates interventions such as mass drug administration, inclusive WASH (water, sanitation, hygiene) services, mental health and psychosocial support, and livelihood support for affected individuals. The project has made significant impacts, including improved access to safe water for 10 communities, activation of mental health clinics in 38 primary health facilities, and the successful support of 160 individuals with livelihood options. The purpose of the final evaluation of the CiSKuLA project is to assess the overall results and approaches of the project for accountability purposes, donor reporting, organizational learning, and scale-up of the project.

Based: We welcome applications from those with the right to work and live in Nigeria. The consultant’s regular place of work for this contract is in Jigawa State, with travels to project communities.

Hours: Full-time, approximately 20 working days

Payment Schedule:

  • Signing Contract: First advance – 25%.
  • Submission and acceptance of inception report and data tools: Second advance – 25%.
  • Submission and acceptance of final report, datasets, transcripts, and PowerPoint Summary by CBM Global and HANDS: Final payment – 50%.

Responsibilities and Duties

  • To review the achievements or otherwise of the project objectives and the contributing factors.
  • To examine the relevance, effectiveness, efficiency, impact, partnership and sustainability approach of the project and the degree to which the project has set a foundation for community and government ownership and likely scale-up.
  • To document lessons learnt from project planning, implementation, monitoring and learning that would guide future programming.
  • This evaluation is planned as part of CBM Global’s programme development requirements. Its outputs will be used by CBM Global and HANDS to establish lessons that will be used for future programming, to plan for the sustainability of the project, to understand the impact of the project on the project participants, and to communicate results to donors as part of accountability practice.
  • Lead the evaluation process in Birnin Kudu, Jigawa State
  • Provide practical guidance to the project partner (HANDS) and key government MDAs for potential replication of the project as a model.
  • Assess the project’s implementation from January 1, 2022, to December 31, 2024.
  • Evaluate the project’s engagement with NTD stakeholders, including: Federal, state, and local government health, education, security, and water/sanitation authorities. Healthcare workers, mental health specialists, organizations of persons with disabilities (OPDs), and civil society organizations. Community-based organizations, persons affected by NTDs, their families, opinion leaders, and the media.
  • Ensure a participatory evaluation approach with active involvement of various stakeholders, especially primary beneficiaries.
  • Document lessons learned from stakeholders’ participation in the project.
  • Facilitate reflection and learning during the evaluation process to improve project implementation.
  • Disseminate findings and recommendations to enhance the quality and impact of CBM Global’s and HANDS’ work.
  • Contribute to organizational learning and institutional knowledge for both HANDS and CBM Global.
  • Gain stakeholder support and promote understanding of the evaluated project.
  • Incorporate a feedback process with stakeholders during data collection and communication.
  • Document key learnings and recommend actions for project sustainability.
  • Use disability-friendly venues and communication methods to accommodate persons with disabilities.
  • Produce and circulate the final evaluation report in accessible soft and printable formats for stakeholders.

Methodology

  • Conduct a mixed-methods evaluation approach, including: Desk review of project documents and relevant literature. Interviews with key stakeholders (project staff, beneficiaries, partners). Field visits to observe activities and gather qualitative data.
  • Develop an evaluation methodology aligned with the available budget, in collaboration with CBM Global.
  • Submit an inception report proposing the evaluation methodology.
  • Ensure the evaluation is inclusive, participatory, and interactive, involving diverse beneficiaries, including persons with disabilities.
  • Protect confidentiality and ensure respondents are not adversely affected, keeping responses confidential unless permission is granted.
  • Obtain parental or adult consent for interviews with children under 18.
  • Commit to CBM Global’s Child and Adults-at-risk Safeguarding and PSEAH policies throughout the evaluation process.

Key outcomes expected from this role

  1. An inception report (including methodology, data collection plan, and evaluation matrix before the field data collection) produced by 30th January 2025
  2. A stakeholder workshop to validate the findings of the MTR and discuss the recommendations with the selected stakeholders on 10th February 2025
  3. A draft evaluation report produced by 17th February 2025.
  4. A final evaluation report produced by 24th February 2025.
  5. Data sets for all collected data, transcribed for CBM Global’s future use.
  6. PowerPoint presentation summarizing the key findings from the evaluation submitted together with the final evaluation report by 27th February 2025.

Skills/competencies/personal qualities/Qualifications

  • Proven experience in evaluating projects related to Public Health, Social Works, Development, or similar areas.
  • Advanced degree/MSc degree in Public Health, Humanities, Social Sciences, International Development, or other relevant fields.
  • A strong background in NTD programming and in disability inclusive development is desirable.
  • Knowledge of disability-inclusive practices is an added advantage.
  • Ability to work independently and meet deadlines.
  • Ability to draw practical conclusions and to prepare well‐written reports promptly and available during the proposed period.
  • Ability to provide strategic recommendations to key stakeholders.
  • Excellent interpersonal and communication skills including ability to facilitate and work in a multidisciplinary team.

  • A technical offer, which must include the technical requirements and the end-term review approach/methods, and the work plan and the timeframe to address them. It would also be an opportunity for the consultant to challenge the ToR and offer options.
