A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. It also heads 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 3 regional platforms (PIRAC, PIROI and PIROPS), on the following themes: Health and Disaster Risk Management.

Just as in the professions it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This translates into an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at the greatest efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.

Working environment:

On September 8, 2023, an earthquake shook Morocco, causing nearly 3,000 deaths and 6,000 injuries. The Moroccan Red Crescent and the CR/CR Movement immediately went to the field, in close coordination with local authorities, to assess the situation and provide assistance to those affected.

The French Red Cross (CRF) was quick to mobilize in response to the crisis and launched, on September 9, 2023, an appeal for donations to contribute to relief efforts on the ground, and to provide basic necessities as part of the CRCR Movement’s response.

The CRF is organizing an exploratory mission to meet with the Moroccan Red Crescent (MRC) to support the emergency response to the earthquake. After identifying unmet needs and defining cooperation modalities, the French Red Cross is opening a delegation on site to support the Moroccan Red Crescent.

In view of the needs of the communities and of volunteers and frontline actors, the CRF and the CRM are jointly developing a project in the Mental Health and Psychosocial Support (MHPS) sector.

Job

The technical delegate for mental health and psychosocial support will support the CRF program coordinator and the Moroccan Red Crescent, at the central and regional levels, for the optimal and quality implementation of mental health and psychosocial support activities for the various targeted beneficiaries while contributing to promoting this component in a transversal manner. As part of the SMPS project, all the delegate’s missions will be carried out jointly with the national SMPS coordinator of the CRM.

MISSIONS AND ACTIVITIES

  • Mission 1: Guarantee CRM support in the implementation of mental health/psychosocial support activities in close collaboration with project managers
  • Mission 2: Technically ensure the monitoring and evaluation of mental health and psychosocial activities
  • Mission 3: Guarantee support for the management of human resources linked to psychosocial activities
  • Mission 4: Ensure the capitalization of psychosocial activities and data
  • Mission 5: Participate in maintaining external relations with actors involved in the psychosocial field in Morocco
  • Mission 6: Ensure monitoring, evaluation, accountability and learning / Participate in community engagement

Conditions of employment

  • Status type : expatriate
  • Type of contract : Fixed-term contract under French law/precarious employment bonus paid at the end of the contract
  • End-of-year bonus : equivalent to a 13th month pro-rated to the time of presence
  • Perdiem : daily perdiem which varies depending on the country
  • Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare 100% covered by the CRf for home/mission travel for 6-month leave
  • Health coverage : CFE + MSH Mutual Insurance (100% covered) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES
  • Other insurance : provident cover (death-disability)

Qualifications and experience

Psychologist with clinical and professional experience in the field of international solidarity.

Training

Master 2 in clinical psychology or equivalent required and training in project management appreciated.

SKILLS

Mandatory job requirements

  • Experience in humanitarian or solidarity organizations
  • Experience in coordinating psychosocial projects and community-based psychosocial activities
  • Clinical experience with children and adolescents
  • Experience/training in group activity facilitation and management techniques
  • Experience in report writing and project writing
  • Experience in training (design and facilitation) desired

Skills valued

  • Proficiency in the Office suite (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
  • Knowledge or experience of the Red Cross/Red Crescent Movement
  • Capacity for analysis and synthesis
  • Writing skills
  • Strong motivation to work in very close partnership with a national partner

LANGUAGES

  • Excellent level of French required (spoken and written), English appreciated, mastery of Arabic is an added value
