Engagement of Civil Engineers for a Third-Party Inspection of Small Civil Works in Taraba state At Plan International

Background:

The Nigeria for Women Project (NFWP) is designed to support women’s improved livelihoods opportunities in targeted communities of Nigeria in the 6 states of Abia, Taraba, Ogun, Niger, Akwa Ibom and Kebbi.

Women’s equality in society is closely linked to achieving higher levels of development, sustainability and social well-being. However, this goal is often difficult to achieve; many young women are forced into a future that perpetuates gender roles and prevents them from developing, choosing their future career and participating in the affairs of public life.

State Ministries of Women Affairs and Social Development have traditionally suffered from investment and support, limiting capacity to implement transformative programmes for women empowerment, economically and politically in the country.

The Umbrella Organization (UO) grant is supporting the NFWP Project Coordinating Units (PCUs) with targeted Technical Assistance to implement the WAG model, and piloting approaches to improve health, GBV, livelihoods, and social norms outcomes on the WAG model.

The NFWP is working to create an enabling environment for women to overcome institutional failures (including markets) and barriers to enhance productive livelihoods and socioeconomic advancement for personal, technical, financial and entrepreneurial skills and has progressed to successfully identify appropriate technologies for the different value chains being implemented across the 6 project implementing States.

In progressing with civil works to construct factories and install machineries and equipment, the 6 States have received technical specifications and architectural drawings including Bills of Quantities, have launched Requests for Quotations and are currently implementing small civil works constructions.

As a result of an Environmental and Social (E&S) Facts Finding Mission conducted by the WB E&S team, the WB-TT commissioned the Federal Project Coordinating Unit and the project Umbrella Organization’s E&S teams to carry out an E&S inspection of 10% of total Livelihoods Collectives in each States, including the assessment of Occupational Health and Safety measures and also, the land donation procedures and documentation. Results of the E&S inspection conducted by the team has revealed a need for the engagement of professionally qualified Engineers as third-party Inspectors for the purpose of conducting an independent monitoring of 30% of the ongoing constructions in each of the 6 States with the aim to comprehensively report on compliance to specifications, standards and quality of the project investments.

The project development objective is to institutionalize Women’s Affinity Groups and other platforms for women’s economic empowerment and to enhance the economic opportunities of unbanked women.

Overall Objective of the Assignment

Due to concerns raised on the quality of monitoring support been provided by the site monitoring teams from the States Ministry of Works across the project States, the WB-TT has approved the engagement of individual civil Engineers in each State for a third -party inspection of the ongoing small civil works in the 6 project States.

The project UO will engage the services of an Inspection Engineer to carryout third party inspection monitoring of the ongoing civil work per State and provide a comprehensive report on all construction activities on site.

Scope of Work and Expected Outcomes

The scope of work and expected outputs /deliverables for the Consultant(s) will be the following:

  • Provide Technical Assistance (TA) by quality supervision of small civil works for different agricultural and non-agricultural value chains as being implemented per State.
  • Produce a comprehensive report on Small civil works across select 30% of Livelihoods Collective sites. Specific Tasks The Task shall cover key Activities as following:
  • Review design drawings being implemented on sites to ensure that they are consistent with the originals provided to the contractors.
  • Review consistency of implementation standards and specifications with those provided in the design technical drawings and BOQs.
  • Inspect site activity and report on quality of work, construction materials and stages of all civil works with percentages.
  • Provide detail information of expected date of completion base on the assessment carried out on sites.
  • Assist when needed in making engineering decisions in consultation with site consultant or state monitoring team.
  • Inspect finished stages of all civil works and reliability phase and submit report.
  • Submit weekly and monthly updates with pictures and recommendations.
  • Guide the Contractor where necessary on critical elements of construction, including but not limited to:
  • Interpretation of technical specifications.
  • Matters relating to worksite safety.
  • Construction methodology
  • Must adhere to all safeguards, anti-corruption, Anti-terrorism policies, PSEA/SH and Code of conduct in course of work. Qualifications of Consultant
  • Minimum 7 years of professional experience in the relevant field of (civil) engineering working on projects of national significance, particularly in the delivery of building projects.
  • Knowledge of procurement, tendering and contracting processes and establishing requirements;
  • Working experience in the area of preparation, implementation, and monitoring of technical construction schedules and drawings;
  • Experience in providing written reports to a high standard suitable for an audience of senior government officials;
  • Proven verbal communication skills, with excellent spoken command in English and or native language relevant to location.
  • Interpersonal skills, including managing and resolving conflict and working with multi-disciplinary teams; and
  • Self-starter, experienced at developing own work plans and monitoring schedules, and using experience to identify and investigate and manage potential issues.
