NITDA proposes digital competence framework for public service

National Information Technology Development Agency, NITDA, has proposed a Digital Competence framework and Career Progression model for attractive public service roles and rewarding careers.

Kashifu Inuwa, Director-General of NITDA was quoted as saying this  in a statement issued on Friday by Hadiza Umar, Director, Corporate Affairs and External Relations,  NITDA, Abuja.

Mr Inuwa was said to have introduced the framework at the maiden edition of the International Civil Service Conferenceorganised by the Office of the Head of the Civil Service of the Federation, OHCSF.

He said the framework would curb brain drain affecting Nigeria’s public sector and strengthen ICT capacity in the service, thereby retaining skilled professionals. 

Initiated in collaboration with the OHCSF, he also said it would tackle the challenge of stagnant roles and underutilisation of digital talent within government institutions.

“Highly skilled professionals are often stuck in roles that don’t reflect their expertise, while their counterparts in the private sector benefit from clear advancement paths and continuous training.

“The framework will provide structured career pathways and access to globally recognise certifications, enabling civil servants to grow professionally while contributing meaningfully to Nigeria’s digital transformation,” he said.

He added that the framework was already being implemented within NITDA and would be extended to other Ministries, Departments, and Agencies, MDAs. 

He said that NITDA had inaugurated a Digital Champions programme in partnership with the Office of the Head of Service to identify top digital talents across MDAs.

Mr Inuwa said that programme would equip to talents with specialised trait to lead innovation within their respective organisation.

“These champions will drive digital change from within, promoting efficiency and fostering a culture of innovation across government,” the D-G said.

He said that by creating a more dynamic and rewarding work environment for ICT professionals, NITDA aimed to reverse the trend of mass exodus of skilled professionals in the public service.

“We are committed to developing a digital civil service that retains talent, encourages growth, and drives national development,” Inuwa added.
